For floor vibration analysis, use the absolute best estimate of the actual mass present during the walking event. That'll be the structural weight, accurate estimate of the SDL, and a very small live load. There is no safe side on which to err. A mass overestimate will drive down the natural frequency but will drive up the effective mass.

Yes, there are a bunch of rules of thumb with this stuff. Thickness (in part due to localized deformation; which would make the Single Degree of Freedom Model worthless), width (which helps with the rocking motion), etc, etc.

The owner needs to understand this. If ok make sure the structure is strong enough for a short duration period of heavy vibration, otherwise at operating speeds it should be ok. Vibration could be a problem however if the centrifuges are near office areas or other sensitive equipment. Be careful with vibration isolators.
